Infrastructure (Roads & Bridges) — QA/QC Plan

Pre-construction encompasses all site mobilisation activities before physical work begins on permanent works. This stage includes topographic + total station surveys to establish project benchmarks + grid, soil investigation per IS 1892 with bore holes + SPT + lab tests, method statements for each construction activity, mobilisation of site office + worker accommodation + utilities, baseline schedule + S-curve preparation, and pre-construction meetings with PMC + consultants. Quality control documents at this stage include Setting-Out Registers (IS 14252), Bore Log + SPT Records, Method Statements (one per major activity), Mobilisation Checklists, Pre-Construction Meeting Minutes, and PMC Approval letters for each method statement.

Substructure covers all foundation-level construction including excavation + dewatering, soil treatment (CNS layer for expansive soils, soil replacement), piling (driven, bored, under-reamed), individual / combined / strip / raft / mat footings, plinth beams, basement walls, retaining walls, and waterproofing. Quality control is critical because these elements are buried + cannot be remediated without major demolition. Documents at this stage include foundation excavation checklists, pile integrity test reports, BBS for footings, pour permits, cube test logs (foundation concrete), de-shuttering permits, waterproofing inspection checklists, and earthwork compaction (Proctor) test records.

Superstructure includes all vertical + horizontal load-bearing elements above plinth — RCC columns + beams + slabs + walls, structural steel frames, brick + block masonry walls (load-bearing + partition), staircases, and lift wells. The bulk of structural reinforcement work + concreting happens at this stage. Quality control documents include reinforcement inspection checklists (Hold Point #1), formwork inspection checklists (Hold Point #2), pour permits for each major pour, daily concrete pour register, slump + cube test records, de-shuttering permits, brickwork + blockwork inspection checklists, plumb + level verification reports, and any NCR / RFI logs.

MEP (Mechanical-Electrical-Plumbing) services include all internal building systems — electrical (panels + cabling + lighting + DG sets + earthing per IS 3043 + IS 732), plumbing (water supply + sewage + storm water), HVAC (chillers + AHUs + ductwork), fire safety (sprinklers + hydrants + fire alarms + smoke detection per NBC Part 4 + IS 2189 + IS 15301), lifts + escalators (per IS 14665 + Maharashtra Lifts Act), public address systems, security + CCTV. Documents at this stage include cable schedules, earthing test registers, water test for plumbing, fire alarm T&C, lift inspector certificates, HVAC commissioning + balancing reports, BMS T&C, and PA system T&C.

External works cover everything outside the building footprint — internal roads + parking + pavement (per IRC 37 + IRC 58), storm water drainage (per IS 4127 + CPHEEO Manual), boundary walls + gates, landscaping + horticulture, external lighting, signage, water supply + sewerage connections to municipal mains, RWH structures (per IS 15797), STP / ETP installations, and amenity infrastructure (swimming pool, clubhouse). Documents at this stage include drainage ITP, pavement test records (CBR + DCP), road surface finish + roughness records, RWH compliance certificates, STP commissioning reports, and external area survey-as-built drawings.

Materials + testing is a continuous activity throughout project execution covering material receipt + inspection + testing + lot-wise documentation. Mandatory tests per IS codes: cement (IS 4031), aggregates (IS 2386), steel (IS 1786 + IS 1608), concrete cubes (IS 516), soil (IS 2720), brickwork (IS 1077 + IS 2185), tiles (IS 13630), and water (IS 3025). Documents include Material Receipt Notes (GRN), Manufacturer's Test Certificates (MTC), independent test reports from NABL labs, Material Test Registers, Bin Cards, monthly stores reconciliations, cement + steel consumption registers, lab test request forms, and equipment calibration registers.

Safety + HSE (Health, Safety, Environment) is a continuous oversight + compliance activity throughout the project — required under BOCW Act 1996, Factories Act 1948, IS 3696 (scaffolding safety), and CEA Safety Regulations 2010. Activities include daily safety induction + toolbox talks, permit-to-work for hot work + confined space + height work + electrical work, PPE issuance + tracking, fire-safety mock drills, near-miss reporting, accident investigation, ESI + WC insurance compliance. Documents include all PTW forms, Near-Miss Register, Accident Register, PPE Issue Register, Safety Committee Meeting Minutes, BOCW returns, EPF + ESI compliance records, and Annual Safety Statement.

Documentation + Quality Assurance is the cross-cutting record-keeping discipline that underpins claim defence, audit compliance, and contract closeout. This stage covers Daily Progress Reports (DPR), Weekly + Monthly Progress Reports, RFI (Request for Information) registers, NCR (Non-Conformance Report) registers, Inspection + Test Plan (ITP) compliance, internal + external audit records, Drawing transmittal logs, Variation Order tracking, Engineer's instructions log, photographic record, as-built drawing register, O&M Manual + Warranty register at handover, and DLP rectification tracker post-handover. The discipline of contemporaneous documentation is the single most important factor in successful contract closeout + dispute defence.
