State PWD SOR Editions Tracker — Every Indian State's Latest Edition (2024–2026)
India publishes Schedule of Rates documents at three tiers — central bodies (CPWD, MoRTH, MES, Indian Railways), state PWDs / R&B / WRDs, and ULBs / authorities (BMC, MMRDA, BBMP, GHMC). New editions ship annually for the active state SORs and every 2–3 years for central documents. Most engineers don't know which edition is current until they hit a stale tender clause and lose money.
This is the live tracker for what's current. We maintain it from official ULB / PWD notifications, refreshed quarterly. Every entry links to the source PDF (mirrored where SSL is unreliable on the source) and our normalised data view at /sor.
How to Read This Tracker
- Edition — published year as stated on the document title page. "2024-25" means rates are valid for fiscal year Apr-2024 through Mar-2025.
- Status — Current if it's the latest published edition; Live for portals that auto-update; Pending if a new edition is announced but not yet published.
- Doc count — number of distinct PDFs/portals InfraLens tracks for that publisher (covers civil, electrical, water-supply, roads, etc. as separate documents).

State PWDs — Latest Editions
States listed alphabetically. Many states publish multiple SORs per fiscal year — separate documents for civil, electrical, water supply, roads, and rural roads. The "Latest" column is the most-recent edition across any of those documents. Always cross-check the specific volume you need against the official portal before tender submission.

Publishing Calendar — When New Editions Drop
Most state SORs publish in March–April for the new fiscal year. Tracking when to expect a new edition:

Outdated SORs — When Old Editions Are Still in Use
A few publishers haven't revised in years but their SORs are still applied. Use with caution and inflation adjustments:
- Goa PWD 2014 — has not been revised; tenders apply CPWD Cost Index multipliers
- CWC 2012 — central water structures use this with year-on-year cost index updates
- DFCCIL 2013 — dedicated freight corridor; only used for legacy contracts
- MoRTH 2019 — current but old. Many state highway depts apply state-specific revisions on top.
State Publishing Patterns
Annual revision states (predictable)
Andhra Pradesh, Karnataka (quarterly!), Tamil Nadu, Telangana, Uttar Pradesh, Bihar (mostly), Odisha. These publish reliably in the Feb–April window. Plan tender bidding around the new edition.
Multi-body states (track multiple)
Maharashtra (12 docs), Karnataka (15 docs), Bihar (9 docs), Gujarat (10 docs), UP (10 docs), Punjab (14 docs). Each state has separate SORs for civil PWD, electrical, water supply, water resources, roads, and rural roads — sometimes published months apart.
Live portal states
Maharashtra (MJP), Rajasthan (PWD), Assam (Irrigation), Karnataka (composite portal). These keep a single live URL with quarterly updates rather than discrete annual PDFs. Bookmark the portal, not the PDF.
Stagnant publishers
Goa, CWC, DFCCIL — long gaps between editions. Use with multipliers.
How InfraLens Maintains This Tracker
The data behind this article is generated from /sor dataset — 113 publishers, 290 documents, normalised. Every entry has:
- Direct PDF URL (mirrored where source SSL is unreliable)
- Verification status (Verified = we've opened the PDF; Portal = link to dynamic source)
- Discipline + tier classification
- Year + year label
- File size (where available)
We re-verify quarterly — when a new edition publishes we update the row, link the new PDF, and archive the prior edition into the historical view (visible per state page under "Earlier editions").
FAQ
What if the SOR for my state isn't listed?
The full 113-publisher list is on /sor. If you find a publisher we don't track, write to us — we backfill state ULB SORs on request.
Can I use one state's SOR in another state's tender?
Generally no. State SORs are calibrated to state-specific labour rates and material lead distances. Using DSR with a state-multiplier is acceptable for some central project types; using one state's SOR in another's tender is typically a procedural violation.
Why do central bodies like NHAI / MES update less frequently than states?
Central body tenders typically apply Cost Index multipliers to handle inflation between SOR revisions. State PWDs tend to revise the base SOR itself. Both approaches arrive at similar final numbers; central is operationally simpler.
How do I know if a published SOR is the active one for my tender?
Check the tender NIT (Notice Inviting Tender). It cites the SOR edition and any cost-index multiplier. If the NIT cites SOR 2023 and you find SOR 2024 published, you still bid against SOR 2023 + the index — not against the newer document.
Where can I find historical (archived) SORs?
Each state's page on InfraLens (/sor) lists earlier editions in a collapsible "Archive" section below the latest edition. We retain editions from ~2015 forward.
How does InfraLens know an SOR is "current"?
We verify against the official ULB / PWD portal, the publishing department's circular, and tender notices currently citing the SOR. If a state's portal lists "2024-25 effective from 1 April 2024" we mark it Current; when 2025-26 publishes we move 2024-25 to archive.
