About Atal Mission for Rejuvenation and Urban Transformation
AMRUT 2.0 (2021-26) targets universal household tap connections, sewerage in 500 cities, and rejuvenation of water bodies. State Mission Directorates prepare DPRs using state SSR + AMRUT cost ceilings. The Operational Guidelines specify per-capita cost limits, eligible item categories, and central/state cost-share ratios.
Frequently Asked Questions
Does AMRUT have its own SOR?
No. AMRUT adopts state water-supply SORs (Maharashtra MJP, Gujarat GWSSB, TN TWAD, Haryana PHED, MP PHED USOR etc.) for project DPRs. AMRUT Operational Guidelines provide cost ceilings, not rates.
What are AMRUT cost ceilings?
Per-capita upper limits on project costs by category (water-supply ~₹15,000/capita; sewerage ~₹12,000/capita — varies by city tier and scope). DPRs exceeding ceilings need MoHUA approval. The 2021 Guidelines (linked here) have current values.
How does AMRUT 2.0 differ from AMRUT 1.0?
AMRUT 2.0 (2021-26) emphasises 100% household tap coverage and 100% sewerage in mission cities, drinking water source security, and rejuvenation of urban water bodies. Cost ceilings increased and scope expanded vs AMRUT 1.0 (2015-21).
Which state SOR should I use for AMRUT DPR?
Use the state's water-supply utility SSR if it exists (MJP for Maharashtra, GWSSB for Gujarat, TWAD for TN). Otherwise use state PWD water-supply chapter, supplemented by CPHEEO 1999 manual rates for items not in state SOR.
Are AMRUT projects bound by GeM rates?
Material procurement may use GeM where GeM-listed items match. Construction works follow state SSR with item-rate tendering through the relevant state e-procurement portal.
