CWC is India's premier technical organisation for water resources — responsible for assessing, monitoring, and regulating use of water resources across all river basins. Its SOR scope is unusual: not general civil construction, but specialised hydrological work (gauge installation, sediment sampling, river-flow measurements, geological investigations, hydrographic surveys, water-quality sampling, glaciological studies). The 2012 edition is the only published version; subsequent updates have been issued as departmental memoranda. For dam and barrage civil works, CWC's role is design review and technical clearance — actual rate analysis follows CPWD DSR or the relevant state WRD's SOR.

Why is CWC SOR limited to hydrological work?

CWC is primarily a regulatory and technical-assessment body, not an executing construction agency. Its publishing scope covers specialised hydrological investigations the central organisation directly performs or supervises. For civil works on water-resource projects, executing agencies (state WRDs, NHPC, NEEPCO) use their own rate references.

Is the 2012 edition still current?

Yes for hydrological observations and water-resource investigations. Engineers update specific rates via departmental memoranda but no new consolidated SOR has been published. For routine civil works, this SOR is not the right reference.

Where does dam construction get its rates from?

CPWD DSR for civil items, the state WRD's BSR for irrigation-civil items, and project-specific BoQs for major dams (Polavaram, Pancheshwar, Subansiri). CWC's role is technical clearance, not construction rate-setting.

Does this apply to JJM-funded river investigation?

JJM-Har Ghar Jal works use state PHED/water-utility SSR for civil scope. Hydrological investigations supporting JJM source identification reference CWC SOR 2012 for the survey/measurement scope.

Are there modern CWC technical publications?

Yes. CWC publishes guidelines, manuals, technical memoranda on dam safety, flood forecasting, river basin master plans. The SOR document is one of many but is increasingly cited only for legacy survey-rate references.
