About Jharkhand RCD / BCD

Jharkhand's mineral economy — coalfields at Dhanbad, Bokaro, Ramgarh; iron-ore at Noamundi, Gua, Kiriburu; steel townships at Jamshedpur, Bokaro Steel City — and substantial tribal-region project portfolio drive specific rate considerations not captured by neighbouring states' SORs. The RCD (Road Construction Department) SOR 2021-22 (Final R1) is the most recently fully-published Jharkhand SOR and covers state highways, major district roads, district roads and rural connectivity (state-share PMGSY). Building works inside Jharkhand are split between BCD (Building Construction Department) for government buildings and individual project agencies for sectoral work. BCD has been transitioning to digital rate-publishing for several years but currently issues rates through individual tender NITs rather than a department-wide annual SOR — engineers reference recent NIT BoQs for current-year rate benchmarking. Drinking Water and Sanitation Department handles JJM-Jharkhand using PHED-Bihar legacy methodology supplemented by CPHEEO 1999 for water-treatment specifics, with state PWD civil rates layered on for site works. Ranchi Smart City SPV uses RCD for road works and BCD-tendered rates for buildings; Smart-City-specific items (sensors, IoT, command-and-control infrastructure) come via project-specific annexures. Coal India Ltd (CIL) operates its own internal rate framework for mining-area civil works (overburden removal, mine roads, township maintenance) and is not part of the state SOR ecosystem. State-funded works in coalfield districts use Jharkhand RCD/BCD SORs with location-specific overheads for restricted-access, blasting-zone, and surface-subsidence considerations.
