Chandigarh is a UT and uses CPWD DSR as its primary reference (because CPWD is centrally administered). Punjab CSR is for state-funded works in Punjab only.

Punjab Mandi Board and PSPCL (Power) maintain their own departmental rate references for specialised works. The CSR covers general civil/electrical/water items used across departments.
