Why is the 2014 edition still current?

Why is the file an XLS rather than a PDF?
GSR 2014 was originally distributed as Excel for working calculations. Engineers can sort, filter, and copy items into BoQs directly. PDF versions exist informally but the XLS is the authoritative artifact on pwd.goa.gov.in.
Where do buildings tenders get their rates?
Plinth Area Rates from Margao Municipal Council (annual updates) for plinth-area contracts. CPWD DSR with Goa lead/lift for item-rate building tenders. GSR 2014 covers roads and general civil items.
What about CRZ-zone projects?
Coastal Regulation Zone works (much of Goa's developable belt is within 500m of the coast) use GSR 2014 base rates plus CRZ-specific overheads documented per project. Approval is through Goa State Coastal Zone Management Authority.
Can I use this for private construction?
GSR 2014 is public-domain, can be referenced for benchmarking. Private contracts aren't bound by it. Most Goa private construction (villas, resorts) uses contractor-quoted rates with optional GSR/CPWD reasonableness check.
