Puducherry PWD Schedule of Rates
About Public Works Department, Government of Puducherry
Puducherry's UT structure — four enclaves in three different states — drives a uniquely fragmented SOR. PSR 2024-25 publishes separate Schedule of Rates for each region because labour markets, material lead, and weather windows differ markedly: Puducherry main region adopts Tamil Nadu / coastal-region characteristics; Karaikal is closer to Cauvery delta logistics; Mahe inherits Kerala's coastal+monsoon profile; Yanam follows AP coastal markets. Engineers preparing UT-funded works (PWD buildings, schools, hospitals, civic infrastructure) must apply the region-specific PSR. Correction Slips amend specific items between full reissues — currently three slips on top of the 14-Aug-2024 base.
Frequently Asked Questions
Why does Puducherry have four separate region PSRs?
The UT comprises four enclaves: Puducherry (the main region on the Tamil Nadu coast), Karaikal (also TN coast, ~150 km south), Mahe (Kerala coast), Yanam (AP coast). Labour wages, material lead from regional railheads, and seasonal patterns differ enough that one PSR cannot accurately price all four.
What is the current edition?
PSR 2024-25, effective 14-Aug-2024, with Correction Slip-3 dated 22-Jan-2025. Earlier slips (1, 2) are also in force. Engineers must apply slip amendments on top of the base.
Does Puducherry use CPWD DSR as fallback?
Yes for items not in PSR — most items used in routine PWD work are in PSR but specialised work (modern façade, niche electrical) falls back to CPWD DSR with regional lead/lift adjustment.
How are Karaikal projects priced?
Karaikal region PSR — published as a separate PDF in PSR 2024-25 — applies. Karaikal's labour wages historically track Tanjavur/Tiruvarur districts of Tamil Nadu.
Where do I find the latest correction slips?
Visit pwd.py.gov.in/psr — the page lists region PDFs plus current correction slips. Always verify all slips are applied before tender pricing.
