Tamil Nadu Schedule of Rates
About Tamil Nadu PWD & Highways
Tamil Nadu's combined PWD-Highways SOR is the rate basis for all state-funded civil and highway works across Chennai, Coimbatore, Madurai, Trichy, Salem and rural Tamil Nadu. Highway widening, building construction, and maintenance contracts all derive from this document. TWAD Board's separate SOR handles water-supply specifics. The annual revision cycle (April-June each year) keeps it current.
Frequently Asked Questions
Why is TN PWD and Highways combined?
TN historically maintained separate Highways and PWD rate books, then unified them to reduce dispute on common items (earthwork, RCC, concrete) appearing under both departments. The unified SOR is published by the Highways Department on behalf of both.
What is TWAD Board?
Tamil Nadu Water Supply & Drainage Board — handles water-supply and sewerage infrastructure across non-Chennai TN. TWAD maintains its own SSR with specialised water-supply items (intakes, treatment plants, distribution mains) not in the state PWD-Highways SOR.
Is the GCC (Greater Chennai Corporation) SOR different?
GCC publishes a separate corporation-issued SOR for civic-engineering items (street paving, drainage, parks). State-funded works in Chennai still use the unified PWD-Highways SOR. CMWSSB (Chennai water board) uses its own rates closer to TWAD's framework.
How often is the TN SOR revised?
Annually. The 2024-25 edition is current; the 2025-26 edition typically releases between April and June. Mid-year adjustments are issued through gazette notifications when material prices spike.
Is JJM-TN priced from this SOR?
JJM-TN works mostly use TWAD Board SSR for rural water-supply schemes, with PWD-Highways SOR for connecting roads and approach civil works.
