Chhattisgarh's coal- and mineral-rich terrain — Bilaspur and Korba's thermal-power belt, Raipur's emerging IT/services hub, Jagdalpur's iron-ore zone, and Bastar's tribal-region projects — drives specific rate frameworks for industrial, mining-area, and remote-region civil works. The state operates an integrated rate-publishing model: a unified live SOR portal at res.cg.gov.in aggregates rates across CG PWD, WRD, and CSPDCL allowing engineers to query by department + discipline + year without downloading individual PDFs. The WRD (Water Resources Department) SOR 2025 (effective 1-May-2025) is the most recently reissued document and covers irrigation, water-resources civil works, dams, barrages and minor irrigation. PWD-NH (National Highways Zone) handles state-share NH works under MoRTH oversight using its own 2022 Roads & Bridges SoR specific to NH works; non-NH state highway and district-road works use the regular CG PWD SOR served via the unified portal. CSPDCL (Chhattisgarh State Power Distribution Co) publishes its Civil Wing Rates 2024-25 covering substation civil works, transmission tower foundations, and distribution-line civil supports — these are the rates used for power-infrastructure tendering inside CG. Naya Raipur Atal Nagar Vikas Pradhikaran (NRDA, the city's planning authority) uses CG PWD SOR as the base rate document with NRDA-specific overheads for the planned city's higher-spec infrastructure including BRT lanes, urban forestry, and IT-park civil works. Major mining-area township works at Korba, Bhilai (under SAIL), and Jagdalpur use a combination of CG PWD SOR for non-restricted areas plus authority/PSU-specific rates for mining-bordered work.
