Haryana's HSR is unusual in adopting a patch-via-gazette model — the 2021 base edition remains canonical with periodic amendment notifications layered on top. This forces engineers to track multiple PDFs but keeps the core document stable for reference. Works in Gurugram, Faridabad, Panchkula, Hisar and the entire NCR-Haryana belt derive from this document. HSVP (formerly HUDA) uses the HSR for its estate civil works.

What is the latest HSR edition?
HSR 2021 (Third Edition) is the current base. Amendments dated 14-Mar-2024 and 01-Jul-2024 supplement it. There is no full HSR 2024 reissue — engineers must apply both amendments to the 2021 base.
What does the 0.893 multiplier mean?
The HSR rates were originally GST-inclusive. A gazette note instructs that for tenders where GST is charged separately, all rates must be multiplied by 0.893 (i.e., ÷1.12 for the embedded GST) to strip the GST component. This avoids double-charging tax.
Do Gurugram MCG works use the HSR?
Yes. Municipal Corporation Gurugram (MCG) and HSVP/HUDA works all use the HSR as the base rate document. City-specific congested-site overheads are added on top.
Where are the amendments hosted?
Inconsistently. The 14-Mar-2024 amendment is on the HSAMB site; the 01-Jul-2024 amendment is on works.haryana.gov.in. The PWD main portal links to the 2021 base only — track both amendment hosts for the complete picture.
What is HSVP?
Haryana Shahari Vikas Pradhikaran (formerly HUDA) — the state's urban development authority handling estates in Gurugram, Faridabad, Panchkula, Karnal etc. HSVP uses HSR for civil works and publishes its own Compendium of policies/rates for estate-management activities.
