The 2020 base SOR remains the canonical reference document for general civil works including building construction, district roads, and standard infrastructure. PMGSY-specific schedules from 2021 (Road and Bridge as separate PDFs) supplement rural-roads work funded under the Pradhan Mantri Gram Sadak Yojana — these documents apply NRIDA's rural-roads adoption circular methodology with HP-specific lead/lift factors. IPH (Irrigation & Public Health) is HP's combined water-resources and water-supply department; it does not publish a standalone SOR but issues rates through individual tender NITs that reference PWD SOR for civil items and CPHEEO for water-treatment specifications. What is IPH?
