State-wise Schedule of Rates 2026 — Latest Editions Across India

India has over a hundred active SOR documents across central agencies, state PWDs, water utilities, urban authorities and sectoral PSUs. This guide is the working reference: which SOR is current for each state and central body in 2026, who issues it, what it covers, and where to download the official PDF. Where a state publishes through a live portal instead of a static PDF (Rajasthan IFMS, Kerala PRICE), we say so. Where the official site is unreachable from outside the state (Maharashtra PWD, UP PWD), we link the landing page with a note.

Central / Pan-India bodies

CPWD — Central Public Works Department

The Delhi Schedule of Rates (DSR) is the most-cited SOR in India. DSR Civil 2023 (Vol 1 + Vol 2) is the current edition; CPWD AOR Vol II 2023 explains the rate build-up. Used for all central government civil works and as the fallback rate basis for most state PWDs. Mirrored cleanly on the Indian Railways civil engineering directorate — that’s the link we recommend because cpwd.gov.in serves an invalid SSL certificate that browsers may flag.

MoRTH — Ministry of Road Transport & Highways

MoRTH’s Standard Data Book for Analysis of Rates 2019 (2nd Revision), Vol I (Plain & Rolling Terrain) and Vol II (Hilly Terrain), is the de-facto national highway rate basis. NHAI, NHIDCL, BRO and state highways departments all use it. The 2018 Standard RFP for EPC Works supplements it with contract clauses and rate-schedule formats. A 3rd Revision has been discussed since 2023 but is not yet published.

MES — Military Engineering Services

MES Standard Schedule of Rates 2020 Part II is the rate basis for all defence civil works — cantonments, married accommodation, training facilities, hospitals, R&D establishments. Amended through January 2023. Item nomenclature mirrors CPWD DSR but rates are typically 8-15% higher reflecting cantonment-specific overheads.

NHAI — National Highways Authority of India

NHAI doesn’t publish a standalone SOR. Highway rate analysis follows MoRTH SDB plus project-specific BoQs inside individual EPC and HAM tender RFPs. The Revised Standard EPC Agreement 2022 is the canonical contract document containing rate-schedule clauses.

NHIDCL — National Highways & Infrastructure Development Corp

NHIDCL handles NE states, J&K, Andaman & Nicobar and strategic border-area highway works. Like NHAI, it uses MoRTH SDB with NHIDCL-specific tender packages reflecting hilly-terrain factors. The 2024 Tender Schedules PDF is a representative bundle of NHIDCL’s rate-schedule format.

Indian Railways — IRUSSOR + Zonal USSORs

The apex Indian Railways Unified Standard SOR (IRUSSOR) 2021 is the rate basis for all railway civil works. Each of the 18 zonal railways publishes its own zonal USSOR with regional input rates. NR, WR, CR, ECR, ECoR, SECR and ER USSORs are well-indexed; others exist but at non-canonical URLs. Metro railway projects (DMRC, BMRCL, MMRC, CMRL, HMRL) don’t use IRUSSOR — they use project-specific BoQs.

PMGSY / NRIDA — Rural Roads

PMGSY doesn’t issue its own SOR. It adopts state PWD/Rural Roads SORs through the documented SOR Adoption Circular 2016. The state-wise SOR aggregator on pmgsy.nic.in is the canonical hub for rural-roads rate references.

Major state PWDs

Karnataka — KPWD Common SR

The cleanest SOR portal in India. KPWD CSR 2023-24 (GrandFinale) is the canonical full-text SR; the 2024-25 and 2025-26 years continue via Government Orders, with the 2026-27 Q1 Issue Rates (eff 04-Apr-2026) as the most current rate adjustment. Six volumes: Common, Buildings, Roads & Bridges, WRD/MI/KPCL, Water Supply (BWSSB), Electrical (KPTCL/ESCOMs).

Tamil Nadu — PWD & Highways

Unified PWD & Highways SOR 2024-25. Annual revision in April-June. TWAD Board (Tamil Nadu Water Supply & Drainage) publishes a separate SSR for water-supply schemes including JJM-TN works.

Maharashtra — PWD / MJP / BMC / MMRDA / CIDCO

State PWD publishes annually but the portal is sometimes unreachable from outside the state. MJP SSR 2023-24 is the current de-facto rate document for water-supply works including JJM-Maharashtra. BMC publishes its own Unified SOR (portal-gated). MMRDA and CIDCO maintain authority-specific rates.

Haryana — HSR

HSR 2021 (Third Edition) is the base + 14-Mar-2024 amendment + 01-Jul-2024 amendment. Apply 0.893 multiplier to strip embedded GST when GST is being charged separately. PHED Haryana mirrors HSR for water-supply works.

Punjab — CSR

Punjab CSR 2020 (Fourth Edition) base + 12 A&C amendment slips through 2025. Composite document — civil, electrical, water-supply in a single PDF. PRBDB (Punjab Roads & Bridges Development Board) hosts the amendment slips.

Telangana — Common SOR

Common SOR 2024-25 (effective 1-Jun-2024), finalised by a board of Chief Engineers across Irrigation/CAD, R&B, Buildings and Public Health. Four parts. Used for state-funded works across Hyderabad, Warangal, Nizamabad and the Kaleshwaram irrigation project.

Andhra Pradesh — R&B / WRD / PR Engineering

Discipline-wise SORs — AP Buildings SOR 2025-26 (Civil + Electrical, eff 1-Jun-2025) is the most recent reissue, hosted on a vendor CDN rather than .gov.in. R&B Department maintains its own Downloads page; APCPDCL and APSPDCL publish power-distribution civil rates.

Gujarat — GWSSB / R&B / AMC

GWSSB Civil SoR 2022-23 (Revised) for water-supply civil and mechanical works. R&B Department doesn’t publish a unified state SOR — district-wise rates via the R&B Works Monitoring System. AMC Ahmedabad publishes city-specific Building and Road & Bridge SORs (2023-24).

Rajasthan — BSR

India’s most decentralised SOR system — per-discipline (Buildings, Roads, Electrical, WRD, RUIDP, RDPR) and per-district BSRs served via the IFMS portal at bsr.rajasthan.gov.in as a live database. PDF preface explains methodology; rates are queryable, not downloadable.

Bihar — BSRDCL / RCD / BSPTCL

Multi-department: BSRDCL SOR 2022 Vol 2 (state highways), RCD SOR 2023 Vol 2 (general roads), BSPTCL SOR 2024-25 (power transmission). BCD (Building Construction Dept) portal is intermittent; rates issued via tender NITs.

Madhya Pradesh — PWD / PHED / MP-UDC

MP PWD distributes via wms.mppwd.gov.in. 2022 Road & Bridge SOR is widely cited. MP-UDC hosts a stable Vol III mirror. PHED MP USOR (eff 1-Sep-2023) is the canonical water-supply reference.

Kerala — PWD / KWA / Forest

Kerala PWD SOR 2022 (Revised 2-Mar-2023) mirrored on the Kerala Forest Department portal. Live PRICE portal at pwd.kerala.gov.in/IMF_website is the working rate-query interface; PRICE Electrical at price.kerala.gov.in. KWA publishes a Ready Reckoner; Forest Department publishes a separate timber and works SOR.

Odisha — Works Department

Odisha Works Department SOR 2022 is current through 2024. Single Works Department covers buildings, roads, bridges — cleaner administrative model than multi-publisher states.

West Bengal — PWD / PHED / KMC

WB PWD distributes via wbpwd.gov.in/home/schedule with opaque tokenised PDF URLs. WB PHED SOR Civil & Mech 2021 is the current water-supply reference; the 2013 Schedule & Guideline supplements legacy items. KMC Kolkata publishes year-wise Schedule of Rates & Charges (2024-25).

Uttar Pradesh — PWD

UP PWD distributes per-district SORs via uppwd.gov.in. R&QC (Research & Quality Control) wing maintains a centralised rate list. NOIDA, GNIDA, YEIDA adopt UP PWD as the base.

Uttarakhand — PWD / Peyjal Nigam

Per-district PDFs via mis.pwduk.in/pwd/sor — plain-area districts and hilly Garhwal/Kumaon districts have separate rate sheets. Peyjal Nigam publishes a separate Analysis of Rates for water-supply works (JJM-Uttarakhand basis).

Himachal Pradesh — PWD / IPH

HP PWD SOR 2020 is the baseline. PMGSY Road SOR 2021 and PMGSY Bridge SOR 2021 supplement rural-roads work. IPH (Irrigation & Public Health) issues rates through tender NITs.

Jammu & Kashmir — PW(R&B)

UT-specific document. J&K PW(R&B) SOR 2020 is the baseline; current edition includes gazette amendments. Built-in altitude-tier adjustments: Jammu plain (no factor), Jammu hills (+15-20%), Kashmir valley (+10-15%), high-altitude (+25-35%). Ladakh UT references J&K rates.

Chhattisgarh — PWD / WRD / CSPDCL

CG WRD SOR 2025 (eff 1-May-2025) is the most recent reissue. CG PWD-NH 2022 for national-highway-zone roads & bridges. CSPDCL Civil Wing Rates 2024-25. Unified live portal at res.cg.gov.in.

Jharkhand — RCD / BCD

Jharkhand RCD SOR 2021-22 (Final R1) is the most recent fully-published Jharkhand SOR. BCD portal exists but rates are issued via individual tender NITs.

Assam — PWD-Roads / PWD-B&NH / Irrigation

Split PWD model. PWD-Roads and PWD-B&NH distribute via portal pages. Assam Irrigation SoR 2023-24 is the stable PDF for irrigation civil works.

Mizoram — PWD

Mizoram PWD SOR 2019 Vol I (Buildings) is the baseline. NE-state revision cycles are longer (5-7 years); roads/electrical issued via tender annexures.

Authorities & sectoral utilities

Delhi Jal Board

Last consolidated SOR is DJB Water Supply Works 2014. Subsequent updates are circulars. CPWD DSR is the supplementary reference for items beyond DJB’s water-specific scope.

  • AMRUT 2.0 — Operational Guidelines (2021) provide cost ceilings; rate basis is state water-utility SSRs
  • PMAY-U — Updated Guidelines 2022 specify subsidy slabs by income category; construction uses state PWD/housing-board SORs
  • PMGSY — State PWD/RRD SORs adopted via NRIDA Circular 2016
  • JJM (Jal Jeevan Mission) — State PHED/water-utility SSRs (no central JJM SOR exists)

How to use this list

  1. Identify your project’s funding source. Central government → CPWD/MoRTH/MES/Railways. State government → state PWD/utility. Authority/ULB → authority SOR. Scheme → scheme guidelines + state SOR underneath.
  2. Check the latest edition. Tender clauses bind to “SOR in force on the date of opening of bids” — verify the current PDF before pricing.
  3. Apply quarterly amendments. Karnataka, Punjab, Haryana publish base + amendments. Use the latest amendment, not just the base PDF.
  4. Cross-check fallback eligibility. Most state SORs allow CPWD DSR as fallback for missing items, with state-specific lead/lift adjustments. Read your state’s preface clause.

FAQ

Which Indian SOR is updated most frequently?

Karnataka KPWD with quarterly issue rates is the most up-to-date. Tamil Nadu PWD & Highways revises annually. Maharashtra MJP and AP Buildings revise annually. CPWD DSR revises every 2-3 years for civil works.

Why doesn’t every state publish a current-year SOR?

Smaller states with smaller tender volumes don’t justify annual reissues. NE states, Goa, Sikkim use multi-year base editions with gazette amendments. Bihar and Jharkhand have transitioned to portal-based rate publishing with mixed coverage.

Where is the Goa SOR?

Goa PWD’s last publicly-indexed SOR is a 2014 Excel file (Roads). Subsequent revisions are circular-based. We’ve excluded Goa from the screener until a current PDF emerges.

Are NE state SORs (Manipur, Tripura, Meghalaya, Arunachal, Sikkim) available?

Limited. Mizoram has a 2019 Vol I PDF (in the screener). Other NE states have landing pages but no published SOR PDFs — rates are typically issued through tender annexures. We’ll add them when canonical PDFs become available.
