- PMGSY default cross-section: 5.5 m carriageway + 1.0 m shoulder each side. Single-lane intermediate has 3.75 m carriageway. Two-lane is 7.0 m.
- Layer stack per IRC 37 + MoRTH 5th revision: subgrade → GSB → WBM (mechanically bound macadam) → BM (binder course) → seal coat → BC (wearing course). Total compacted thickness ~515 mm for default PMGSY spec.
- GSB Grade-II (DSR 16.78.2) is the universal sub-base for rural roads. For NH/SH, switch to Grade-I (16.78.1) — slightly higher rate.
- BM (DSR 16.55.1) uses VG-30 bitumen @ 3.5%. BC (DSR 16.57.1) uses VG-30 @ 5.5%. Both are MoRTH 5th-revision-compliant.
- Brick edging (16.7.1 — full brick width + half brick depth) protects pavement edges from raveling. Used universally on PMGSY rural roads; replaced by precast kerbs (DSR 16.69) on urban roads.
- Excludes: earthwork in cutting / embankment formation (depends on site terrain — use DSR 2.6 area excavation + 2.2 banking separately); prime coat (₹15-20/m² — small, usually clubbed with BM rate); tack coat between BM + BC (₹8-12/m²); road furniture (kerb stones, drains, gully gratings, signage, line marking); shoulder gravel; pavement marking + reflective studs.
**Bituminous internal roads** are the workhorse rural-road type in India — every PMGSY road, every internal panchayat road, every village inter-connectivity road follows this 5-layer flexible-pavement spec per MoRTH + IRC 37. The standard configuration: 225 mm Granular Sub-Base + 200 mm Water Bound Macadam + 50 mm Bituminous Macadam binder + seal coat + 40 mm Bituminous Concrete wearing course + brick edging on shoulders. This BOQ Builder generates the complete per-km cost per CPWD DSR 2023, configurable for any carriageway width 3-10 m and any layer thickness combination.
PMGSY-standard pavement vs higher specifications
**PMGSY default** (single-lane 5.5 m + shoulders): GSB 225 + WBM 200 + BM 50 + BC 40 mm total compacted thickness ~515 mm. Adequate for rural traffic up to ~150 cv/day (commercial vehicle equivalents). **State PWD intermediate-lane**: same layers but 3.75 m carriageway, often without BC (just BM topcoat + seal). **NH / SH two-lane**: 7 m carriageway, GSB 300 + WBM 200 + BM 75 + BC 50, sometimes with stone-matrix asphalt (SMA) instead of BC for heavy traffic. **Urban arterial**: 10 m carriageway, no WBM (replaced by dry-bound macadam DBM 100 mm), BC 50 mm. The Builder defaults to the PMGSY config; bump layers up for higher specs.
Layer-by-layer construction sequence
(1) **Sub-grade preparation** — earthwork compaction to 95-97% modified Proctor density, not in this BOQ (varies wildly by terrain). (2) **GSB** — granular sub-base, close-graded aggregate, drains water away from upper layers. (3) **WBM** — water-bound macadam, large stone (53-90 mm) compacted with screening + watering. (4) **Prime coat** — bitumen emulsion sprayed on WBM to bond with BM (typically not separately quoted — included in next-layer rate). (5) **BM** — bituminous macadam, the binder course, gives structural strength. (6) **Seal coat** — premixed fine aggregate + bitumen, fills surface voids in BM. (7) **Tack coat** — bitumen emulsion sprayed between BM + BC to bond. (8) **BC** — bituminous concrete, the wearing course, durable surface for vehicles. Construction is sequential — each layer needs to cure before the next.
