Dholera Special Investment Region (Dholera SIR) is one of the world's largest greenfield smart-city developments — a 920 sq km integrated industrial city under construction in Gujarat's Bhavnagar district, ~100 km southwest of Ahmedabad. Designed as the flagship of the Delhi-Mumbai Industrial Corridor (DMIC) — a Japan-India bilateral $90 billion initiative — Dholera is targeted for 2 million population and 800,000 jobs at full build-out by 2040.

The project is executed by Dholera Industrial City Development Limited (DICDL), a 51:49 joint venture between Gujarat Industrial Development Corporation (GIDC) and the Delhi-Mumbai Industrial Corridor Development Corporation (DMICDC). Phase 1 (153 sq km) was sanctioned in 2014 at ₹52,000 crore and is being delivered in 4 sub-phases through 2030.

Foundation infrastructure operational as of 2024 includes: 70 km of arterial road network (4-6 lanes), 80 km of trunk water + sewerage + power distribution lines, two 220 kV power substations, a 2,000 cusec / day desalination plant (currently under commissioning), and 60 sq km of fully serviced industrial plots ready for tenant move-in.

Major anchor tenants attracted to Phase 1 include: Tata Electronics' semiconductor fabrication plant (₹91,000 crore investment, sanctioned 2024 — India's first major chip-fab), Vedanta-Foxconn EV battery plant (under negotiation), and several Japanese auto-component manufacturers. The Tata Electronics plant alone is the largest single investment ever made in a Gujarat smart city.

Dholera is also designed as India's first 'plug-and-play' industrial city: tenants get land + utility-ready plots + integrated logistics from a single SPV, dramatically reducing land-acquisition + utility-setup cycles that typically delay Indian industrial investments by 18-24 months.
