Measurement Book (M-Book)
Statutory field record of all work measured, the basis of every running + final bill
The Measurement Book (M-Book) is the primary, legally important field record in which every quantity of work executed and every material supplied is measured, recorded and certified on site before it is billed. Each entry references the agreement item, the location, the detailed dimensions (number × length × breadth × depth) and the computed quantity, signed and dated by the person who measured it and test-checked by the supervising officer. In CPWD/PWD practice the M-Book is a numbered, page-controlled register treated as an auditable document.
No running-account or final bill can be passed except on the basis of recorded M-Book measurements, so its accuracy and integrity are central to payment, audit (CAG/internal) and dispute resolution. Quantities must be measured by the methods prescribed in the relevant IS 1200 part (mode of measurement of building + civil engineering works), ensuring consistent, agreed rules for what is and is not measured/paid.
