Samagra Shiksha funding + per-classroom cost benchmark
Under Samagra Shiksha (the umbrella programme that merged SSA + RMSA + Teacher Education), Government of India funds **₹14.2 lakh per classroom (urban primary) / ₹12.0 lakh (rural primary)** for the basic civil shell + toilet + drinking water + electrification + basic furniture. Upper-primary classrooms get ₹16.5L (urban) / ₹13.8L (rural). Higher secondary blocks get ₹22-28L per room. The funding norms are reviewed annually by MoE. A 4-classroom rural primary block thus has a sanctioned cost of ₹12 × 4 = ₹48 lakh (incl. toilet block ₹6L + ancillaries ₹6L). The CPWD DSR 2023 BOQ from this Builder typically comes to ₹20-28 lakh for the basic civil shell — well within the sanctioned amount, leaving headroom for furniture, fans, drinking water filter, and ramp.
RTE-mandated minimum specifications
The **Right to Education Act 2009 + Samagra Shiksha framework** specify these MINIMUM standards for any school classroom block: (1) **Classroom area** ≥ 30 m² for primary (1 m²/student × 30); ≥ 40 m² for upper primary (≥ 1 m²/student × 40). (2) **Floor-to-ceiling height** ≥ 3.0 m (NBC 2016 Part 4 / Cl. 4.1). (3) **Ventilation** ≥ 20% of floor area as openable window. (4) **Verandah** mandatory for monsoon protection, ≥ 1.5 m wide.
