**PMGSY rural road** (below MDR): 3.75-5.5 m carriageway, no DBM, lighter pavement (GSB + WMM + BM + BC), serves village-to-village connectivity, MoRD-funded. 100 % central until rationalisation, now 60-40 centre-state. **MDR** (this template): 5.5-7.0 m carriageway, optional DBM, IRC 73 spec, serves district-level connectivity (village → mandi → block HQ), State-PWD funded with sporadic CRF top-ups. **SH (State Highway)** (above MDR): 7.0-10.0 m carriageway with paved shoulders, stronger pavement (GSB + WMM + DBM + BC, often 100 mm DBM), serves inter-district connectivity, state-funded. **NH (National Highway)** (top tier): 2-lane minimum with paved shoulder OR 4/6-lane divided, NHAI / NHDP-funded centrally.
