When does a 2-lane SH/NH need to become 4-lane?
**IRC SP-73 + MoRTH widening thresholds**: 2-lane undivided is adequate up to **~15,000 PCU/day** (Passenger Car Units, where 1 truck = 3 PCU, 1 bus = 2.2 PCU, 1 car = 1 PCU). Above this, congestion + accident rates rise sharply — Level-of-Service drops to E/F per IRC SP-73 nomenclature. **Trigger to 4-lane**: when 5-year traffic projection shows > 20,000 PCU/day. **Trigger to 6-lane**: > 80,000 PCU/day. Most NH-2L stretches that started < 5,000 PCU/day in 2010 are now hitting widening triggers, hence the massive 2L-to-4L upgrade programme under Bharatmala. Switching from 2-lane to 4-lane is NOT just adding 2 more lanes — it requires divided carriageway (median), new paved shoulders, often new alignment for grade-separated junctions. Per-km cost benchmarks (2026)
**CPWD DSR 2023 basis** for 7.0 m × 1 km 2-lane undivided with full pavement spec + lined drains + markings + signs + road studs: **₹1.0-1.4 crore / km**. **State PWD rates**: Maharashtra MJP ₹95L-1.2Cr; Karnataka PWD ₹1.0-1.3Cr; Tamil Nadu Highways ₹1.1-1.4Cr; AP RDC ₹85L-1.1Cr; Rajasthan PWD ₹85L-1.1Cr. **NHAI rates** for 2-lane NH: ₹1.2-1.6Cr/km (higher due to better pavement testing + 3rd-party quality audit + lane studs + cat's eyes).
